This study examines how local agricultural resources, community participation, and international institutional learning can inform the development of an Islamic ethics-informed empowerment model for ganyong-based entrepreneurship in Colo Village, Indonesia. This research employed a research and development approach covering the Analysis, Design, and Development stages of the ADDIE framework. Empirical evidence was obtained through field observations, interviews, and focus group discussions with local farmers and community leaders, complemented by academic engagement with researchers from the University of Canberra and Monash University. The findings were synthesized and subsequently interpreted through Islamic social ethics. The study identified local agricultural potential alongside limitations in processing capabilities, resource utilization, and institutional support. Community consultations generated eight recommendations concerning cultivation, technical training, shared production facilities, product diversification, marketing, youth engagement, and stakeholder partnerships. International institutional learning provided complementary perspectives on participatory development, collaborative innovation, and institutional governance. These findings informed a proposed empowerment model integrating five Islamic ethical principles: shūrā (consultation), ta‘āwun (cooperation), amānah (accountability), ‘adl (justice), and maṣlaḥah (collective welfare). The model offers a framework for planning and evaluating rural Muslim community empowerment through meaningful participation, collaborative resource management, institutional accountability, equitable entrepreneurial opportunities, and collective welfare. Its practical effectiveness requires further empirical evaluation. This study integrates locally grounded empirical evidence, international institutional learning, and Islamic social ethics into an empowerment framework that conceptualizes sustainable local food entrepreneurship as an institutionally mediated expansion of community capabilities rather than agricultural commercialization alone.
